      <content:encoded><![CDATA[<p>A measles outbreak has been confirmed in Enfield, North London. Enfield Council announced that urgent measures are being taken in cooperation with the UK Health Security Agency (UKHSA), NHS and local health partners to contain the spread.</p>

<p>Authorities emphasised that measles is a highly contagious viral disease that spreads rapidly, particularly among those who are not fully vaccinated. Although most people recover, measles can lead to serious complications such as pneumonia and encephalitis (brain inflammation). In rare cases, it can cause permanent damage or even death.</p>

<p>According to NHS England data, one in five children who contract measles requires hospital treatment.</p>

<h3>“Six times more contagious than Covid-19”</h3>

<p>Cllr Alev Cazimoğlu, Enfield Council’s Cabinet Member for Health and Social Care, said:</p>

<p>“We are following national public health guidance and working to protect our residents and limit the spread. The current outbreak has mainly affected children, some of whom required short-term hospital treatment. Measles is one of the most contagious diseases known and is around six times more infectious than Covid-19.</p>

<p>Measles is a completely preventable disease. By getting vaccinated, you protect yourself and the most vulnerable members of our community.”</p>

<h3>Vaccination saves lives</h3>

<p>Health experts stress that two doses of the MMR (measles, mumps and rubella) vaccine provide very high protection. High vaccination rates are especially vital for the following risk groups:</p>

 </li>

<p>“Catching the measles is entirely preventable, but it spreads extremely quickly where vaccination levels are low. By checking your family’s vaccination status and taking up the free NHS vaccine, you are protecting not only yourselves but also vulnerable members of our community. Vaccination is the most effective way to protect yourself and your family. We urge everyone who is not fully vaccinated to act now.”</p>

<p>Two doses of a measles-containing vaccine provide very high levels of protection and help prevent further outbreaks. High uptake is particularly important to protect people at greatest risk of severe illness. If you think you have the measles, you should isolate yourself if possible, and especially from those at greatest risk, including children under the age of 1 year, people with weakened immune systems and unvaccinated pregnant women.</p>

      <title><![CDATA[Hospitals warn of end-of-life care crisis this winter]]></title>

      <description><![CDATA[NHS leaders have been warned that more end-of-life patients in hospitals could limit access to treatment as winter pressures grow.]]></description>
      <content:encoded><![CDATA[<p>A consultant in palliative care highlighted the impending "crisis" during an online internal meeting of health leaders in Sussex, a recording of which has been heard by the BBC. The consultant at University Hospitals Sussex NHS Trust described dilemmas facing hospital managers when some patients are having to be given end-of-life care in A&amp;E corridors. The bleak assessment is likely to be echoed in other NHS regions as building winter pressures increase the challenge of trying to find hospital beds for sick patients needing care. University Hospitals Sussex Trust includes Worthing Hospital, Royal Sussex County Hospital, St Richard's Hospital in Chichester and Princess Royal Hospital in Haywards Heath. Doctors and officials from East Sussex Healthcare NHS Trust, which includes Conquest Hospital in Hastings and Eastbourne District General Hospital, also took part in the meeting along with community health representatives. The consultant made a slide presentation entitled "Palliative and End of Life Care in Sussex" at the meeting, which took place on 4 November. She told the audience that local hospices were struggling and it was difficult to find places for patients who need end-of-life care, while it was sometimes not clear how much support there might be in the local community when people are sent home. She said: "I am really worried that patients who have treatable conditions are not going to be able to get into hospital and be treated because there are so many end-of-life patients in hospital beds." She went on to say "we are no longer putting patients on the waiting list for transfer who are just straightforward dying", focusing only on those with complex needs. On giving enhanced palliative care in A&amp;E, the consultant said it was a "really difficult choice - do you admit them for corridor care or do you turn them round, put them in the back of the ambulance where they may die on the way home". She argued there were "lots of patients in hospital who don't need to be there, lots of patients with complex needs who don't have their needs met". She concluded: "We've all known this crisis is coming - it is getting worse and worse".</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<h2><strong>'Under significant pressure' </strong></h2>

<p>A spokesperson for the NHS in Sussex said it was committed to ensuring that patients have access to the "best possible, high-quality palliative and end-of-life care". They said: "This includes providing a range of places for compassionate, person-centred care - and importantly, where possible, in settings out of hospital, such as community settings, and our hospices. "Emergency care services across Sussex remain under significant pressure but staff continue to work incredibly hard to make sure patients can receive the care they need at our hospitals, and across all our health and care services. "There is robust partnership work in place over the winter period to support individual care plans, and to ensure that people are in the right NHS service for their needs." But the Royal College of Emergency Medicine said delayed discharges were a huge challenge across the NHS, and a lack of social or community care could mean some patients needing end-of-life care and support could not leave hospitals. Its president, Dr Ian Higginson, said the college was "worried about the number of patients who need end-of-life care who end up in emergency departments, and then hospitals, because the dedicated services they need are not available". He said: "Patients who would prefer to be at home may end up in our corridors, which are not the right places for anyone, let alone those who are at the end of their lives." One NHS clinician, who wished to remain anonymous, contacted the BBC, saying problems had built up for some time: "End-of-life care delivered in emergency departments, corridors, ambulances, or via unsupported discharges home has become increasingly routine across multiple regions. What is particularly striking is the recurring pattern: hospital beds occupied by dying patients who should never be there and limited or delayed access to hospice or community care." The NHS Confederation, which represents NHS leaders, said hospitals can be the "default option" when community and social care provision is under pressure or unavailable. "The solution is not about asking hospitals alone to absorb more pressure - it is about investing across the whole system," said Rory Deighton, director of the Confederation's acute network. Meanwhile, community services are also stretched and hospices are warning of a funding crisis. Toby Porter, chief executive of Hospice UK said: "While hospital can be the right place for some, a busy ward just isn't the right place for most people who die. "Hospices across the country want to provide more care in the community but this year we've seen it cut back because of funding pressures. And that is having a knock-on effect in hospitals."</p></p><div class="article-source py-3 small ">

<p>The launch event, held by the Council in partnership with the North London NHS Foundation Trust and charitable organisation Waythrough, showcased how the once under-used building has been sensitively redesigned to serve a new, positive purpose.<br />
<br />
The new site offers a bright, comfortable, and purpose-built environment designed to support recovery and promote long-term wellbeing.<br />
<br />
Guests - including councillors, senior Enfield Council staff, NHS colleagues and people with lived experience of recovery -were given guided tours of the space and had an opportunity to see how the facility will positively impact residents.<br />
<br />
The service relocated from Claverings Industrial Estate in Edmonton, following the sale of Claverings. Its central location and excellent transport links will make it easier for residents to access help when they need it, while also placing recovery support at the heart of the community.<br />
<br />
The ribbon-cutting was led by Cllr Alev Cazimoglu, Cabinet Member for Health and Social Care, and attended by the Council’s Chief Executive, Perry Scott, Dudu Sher-Arami, Director of Public Health, and Andrew Wright, Chief of Staff at North London NHS Foundation Trust.<br />
<br />
The Council and NHS work closely together to reduce the personal and social impact that substance misuse, addiction and associated behaviours can have on individuals, families and the wider community.<br />
<br />
Cllr Alev Cazimoglu, Cabinet Member for Health and Social Care at Enfield Council, said: “We are committed to improving the lives of our residents. The bright and spacious setting is welcoming to those who are in need of help and support with addiction.<br />
<br />
“The health and wellbeing of Enfield’s residents is a council priority, so I am delighted this essential service now has a fit for purpose building which is within easy reach of public transport.”<br />

Andrew Wright, Chief of Staff at North London NHS Foundation Trust and a local resident, praised the collaboration between the Trust, Enfield Council, and Waythrough in transforming the building and delivering such an innovative service.<br />

Andrew said: “We believe this new location will transform how the service is perceived and help tackle the stigma around substance misuse. Enable Enfield has built an excellent reputation for achieving some of the best outcomes in London, and we can all be proud of its achievements.”<br />

      <content:encoded><![CDATA[<p>Since ULEZ was expanded to cover Enfield in 2023, the levels of harmful NO2 pollutants are 15% lower than compared to a scenario without ULEZ expansion, and 35% lower than a scenario with no ULEZ at all. Cllr Rick Jewell, Cabinet Member for Transport and Waste said “It’s great news for Enfield residents that thanks to ULEZ expansion we are breathing cleaner air. We’re working with the Labour Mayor of London and the Labour Government for a safer, cleaner, and fairer Enfield, and this is just part of the good news we have had recently. In addition to this, we have also recently been successful in securing funding to expand the speed cameras on the A10 south to the A406.We are serious about improving air quality in Enfield but we know we cannot do this alone. When Sadiq Khan was elected Mayor of London in 2016 studies showed that it would take 193 years to bring London’s air pollution levels to within legal limits, but thanks to Sadiq’s hard work it could be achieved this year. As Enfield Labour we are committed to doing what we can to improve air quality and therefore improve the health of Enfield residents, by continuing to roll out better cycling routes, work with Transport for London to improve air quality along the A406, plant more trees and roll out more School Streets across Enfield. We’re also listening to local people, and it’s great news that 97% of vehicles in London are now ULEZ compliant. The Tories are not serious about tackling air pollution. They would reverse these good policies, which would increase pollution, create worse public health outcomes and mean Enfield residents are breathing dirtier air.”</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

      <content:encoded><![CDATA[<p>The platform provides 24/7 access to mental wellbeing resources. This allows the users to explore various services that meet their needs and preferences. This includes counselling sessions where they can talk anonymously through a live chat with a qualified mental health professional – whether it's parental mental health support or issues that may be impacting their overall wellbeing. These one-to-one text based chat sessions that are available from midday to 10pm on weekdays and from 6pm to 10pm on the weekend. Running alongside is a fully safeguarded and pre-moderated Qwell community of peer support such as support forums, a self-help toolkit to track mood, and more. The Cabinet Member for Children’s Service, Cllr Abdul Abdullahi, said: “We want residents in our borough to have 24/7 access to mental health services without any delays. This is why we partnered with Qwell to provide a free and confidential platform for adults, new or expecting parents and carers to take care of their wellbeing.”</p>

<p><strong>There are no criteria or eligibility thresholds to meet to access the platform, and a referral is not needed to join. Once registration is complete, the platform will instantly be available for use and support. </strong></p>

<p> Dr Lynne Green, Chief Clinical Officer at Kooth, added: “We’re delighted that Qwell has been selected by Enfield Council as part of the Start for Life offer. Awareness of the importance of seeking help for mental health may be at an all time high, but it would be fair to say that often adults find it difficult to ask for the help they need. Qwell ensures that people across Enfield will have access to anonymous, safe and effective mental health care and support around the clock and at their fingertips.. No matter how big or small the issue, our team of experienced practitioners and professional counsellors are here to help.”</p>

<p>Qwell has been commissioned as part of Enfield’s Council’s Start for Life offer, funded by the Department of Education.</p>

      <content:encoded><![CDATA[<p>Enfield Council has agreed terms and arrangements in principle with North Middlesex University Hospital (North Mid) for their continued delivery of sexual health services for the borough’s residents, subject to the completion of the Council’s decision-making process.</p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p>The provision of sexual health services for Enfield will continue in two locations, via the ECHO clinic at The Town Clinic on Burleigh Way and at White Lodge Medical Practice on Chase Side.</p>

<p>They will be delivered by North Mid, which recently merged with the Royal Free London NHS Foundation Trust.</p>

<p>Services include testing and treatment of sexually transmitted infections, contraception and reproductive health, a young people’s service and support for vulnerable client groups.</p>

<p>Enfield Council’s Cabinet Member for Health and Social Care, Cllr Alev Cazimoglu, said: “I am extremely pleased that we have been able to come to a sustainable and deliverable arrangement following lengthy negotiations on sexual health provision in the borough. This new arrangement will see services continuing from the Town Clinic and White Lodge Medical Practice.</p>

<p>“The fruitful outcome of these negotiations demonstrates the commitment of Enfield Council and North Mid to providing a sexual health programme that is accessible and available to all and provides value for money. We will always strive to ensure our residents have access to high-quality and effective health services, with a range of options to support local need.”</p>

<p>Residents will also have access to sexual health treatment and advice through other existing services, including open access to all sexual health services out of borough, under the Department of Health’s national directive and with local pharmacies and GPs. In addition, Enfield Council will continue to commission the online E-Service which has become increasingly popular in recent years with a 30 per cent channel shift in patients towards this fast and confidential provision.</p>

      <title><![CDATA[Enfield Pizza Hut pay the price of breaching food safety regulations ]]></title>

      <description><![CDATA[The franchisee of Pizza Hut at 164-166 High Street, Ponders End and his company have been fined a combined total of £30,586.82 for breaching food safety and hygiene regulations. ]]></description>
      <content:encoded><![CDATA[<p>Enfield Council’s Environmental Health Food Safety Team made a routine visit to the premises on 14 October 2022, where they discovered evidence of a rat infestation and droppings, food products damaged by rats, inadequate pest proofing and a lack of cleanliness. The sole company director of Exultant Limited, Mizan Syed, who is the franchisee at the Pizza Hut takeaway immediately and voluntarily closed the premises due to an imminent risk to public health. Subsequent visits to this Pizza Hut by the Council’s officers found inadequate cleaning practices throughout the premises, including an accumulation of debris under appliances, shelving and inadequate cleaning of food preparation surfaces.The premises were given a one star Food Hygiene Rating (out of five). A score of below three stars is deemed to be non-compliant with food law.</p>

<p>At the first hearing on 7 December 2023 at Highbury Corner Magistrates Court, Exultant Limited, pleaded guilty to all charges. Franchisee, Mizan Syed from High Wycombe, pleaded not guilty.</p>

<p>At the conclusion of the prosecution’s case on the first day of trial on 16 September 2024,  Mr Syed made an application of ‘no case to answer’. The District Judge dismissed his application and found there was a case to answer. After hearing Mr Syed’s defence the District Judge found him guilty of all charges.</p>

<p>Exultant Limited was fined £20,000 with costs of £1,258.41. Total: £21,258.41.</p>

<p>Mizan Syed was fined £2,000 with costs of £6,528.41 and a surcharge of £800. Total: £9,328.41.</p>

<p>“We all know our health service is in trouble – waiting lists are too long and frankly all too often local people haven’t received the quality of care they need, when they need it. The Conservatives ran our NHS into the ground; after 14 years of Tory rule our NHS is<br />

<p>“Investment alone won’t be enough to tackle the problems facing the NHS, why is why it must go hand in hand with fundamental reform.</p>

<p>“The three big shifts will be our key principles for reform and will revolutionise the way people manage their health and access care. Our reforms will also shift the NHS away from late diagnosis and treatment to a model where more services are delivered in local communities and illnesses are prevented in the first place.</p>

<p>“It is vital the government hears from patients, experts and the NHS workforce to make sure we get this right and preserve the things people value about the health service.” The public engagement exercise will help shape the government’s 10 Year Health Plan which will be published in spring 2025 and will be underlined by three big shifts in healthcare - hospital to community, analogue to digital, and sickness to prevention. As part of the first shift “from hospital to community”, the government wants to deliver plans for new neighbourhood health centres, which will be closer to homes and communities. Patients will be able to see family doctors, district nurses, care workers, physiotherapists, health visitors, or mental health specialists, all under the same roof.</p>

<p>In transforming the NHS from analogue to digital, the government will create a more modern NHS by bringing together a single patient record, summarising patient healthinformation, test results, and letters in one place, through the NHS App. It will put patients in control of their own medical history, meaning they don’t have to repeat it at every appointment, and that staff have the full picture of patients’ health. New laws are set to be introduced to make NHS patient health records available across all NHS trusts, GP surgeries and ambulance services in England – speeding up patient care, reducing repeat medical tests, and minimising medication errors.</p>

<p>Systems will be able to share data more easily, saving NHS staff an estimated 140,000 hours of NHS staffs’ time every year, because staff will have quicker access to patient<br />
data, saving time that can then be spent face-to-face with patients who need it most and potentially saving lives. By moving from sickness to prevention, government wants to shorten the amount of time people spend in-ill health and prevent illnesses before they happen. As an example, the 10 Year Health Plan will explore the opportunities smart watches and<br />
other wearable tech may offer patients with diabetes or high blood pressure, so they can monitor their own health from the comfort of their own home.<br />

      <content:encoded><![CDATA[<p>Plans have been formulated for Enfield Council to assign the lease of the centre to leisure operator and charitable social enterprise GLL, which operates under the Better brand and already runs several leisure centres in the borough. The new proposals with GLL will ensure Edmonton retains it leisure centre, offering ample opportunities for activities to help improve the physical and mental wellbeing of local people.GLL will invest in the building to renovate it, alongside an additional investment from Enfield Council. The funding will be used to create a modern and vibrant leisure centre in Edmonton, with a focus on families and young people. It will continue to provide a soft play facility and GLL also has the ambition to deliver a pool offer at the centre. This cash injection will go above and beyond the bare minimum required for health and safety work. In-depth surveys conducted earlier this year revealed that significant maintenance costs of £4.38 million were needed to restore the centre, with £1.8 million required for health and safety repairs to meet legal compliance. These costs excluded any improvements within the centre.<br />

This improved provision will mark a fresh start for leisure provision in Edmonton and I look forward to the reopening of the leisure centre next year.”<br />

Enfield Council’s Cabinet Member for Environment, Culture and Public Spaces, Cllr Chinelo Anyanwu, said: “I know local people will be pleased with the news that the Council is working with leisure partner of choice GLL. We are taking positive steps to ensure affordable leisure facilities will remain in Edmonton, and the proposals represent best value for money for Council taxpayers.<br />

“I would particularly like to thank the local community in Edmonton for their continued patience while the centre is closed. The temporary closure was a difficult but necessary decision made in the interest of ensuring the safety of our residents. I would also like to thank the GLL team who we have worked with closely to develop the proposals to invest in Edmonton.”<br />

The Council continues to ensure members of Edmonton Leisure Centre receive access to other Enfield based leisure centres in the meantime. <br />
 <br />
Peter Bundey, Chief Executive Officer at GLL added: “Leisure centres play a vital role in supporting the health and wellbeing of local communities through the social, physical and leisure activities that they offer. <br />
 <br />
“We are pleased that in partnership with Enfield Council, we have a solution that will secure the long-term future of Edmonton Leisure Centre and enable us to carry out the vital renovations it requires.</p>

<p> “We anticipate a phased reopening of the centre, once a series of essential works are completed.”<br />
The decision to assign the lease and reposition Edmonton Leisure Centre from the Council-run portfolio will be taken to the Cabinet meeting on 16 October, where councillors will be asked to approve adding £2.5m to the capital programme for improvements which will be repaid.<br />

As part of the “Our Active Wellbeing Strategy”, the Council is committed to continually investing in and providing quality leisure and sports facilities for its residents. Monthly visitor numbers have increased by 29.6 per cent since GLL took over managing the borough’s leisure centres in December 2023.<br />
 <br />
Southbury Leisure Centre is currently undergoing much needed refurbishments with £2.4 million invested in replacement roof, pool plant and air handling system alongside refurbishment of the gym and changing village. The leisure centre remains open during these works.<br />
 <br />
Earlier this summer, GLL revealed refurbishments at Southgate Leisure Centre, facilitated by nearly £800,000 of investment by Enfield Council. Members were greeted with new equipment, a redecorated gym and a refurbishment of the health and fitness changing rooms.<br />

<p><strong>The Mayor of London, Sadiq Khan, said: “We kn</strong>ow how important it is for Londoners to stay hydrated and cool on our network, but I’m also determined to reduce our city’s use of single-use plastic. That’s why we’re installing these additional water fountains, along with a helpful map for Londoners to find their nearest fountain, as we continue to build a better, greener London for everyone.”</p>

<p>Rory O’Neill, General Manager for London Overground, said: “We are committed at London Overground to provide easy access to free drinking water wherever we can. Our growing number of drinking fountains is a testament to that, allowing customers to stay hydrated while using our services but also doing our bit for the environment by helping reduce the reliance on single use plastic bottles.”</p>

<p>The Mayor of London is encouraging Londoners to adopt small changes that can have a big environmental impact, like refilling reusable bottles, instead of needlessly buying single-use ones. Complementing the water fountains on the London Overground, City Hall has partnered with Thames Water to install more than a 100 water fountains in busy and accessible areas of London. </p>

<p>Access to drinking water in public spaces has also been improved through the Refill London scheme, which encourages London’s many restaurants, cafes and businesses to offer free refills and water fountains, making it easier for Londoners and visitors to the capital to refill on the go.</p>

<p>From this autumn, each of the six London Overground lines will be represented by a new name and colour to make it easier for customers to navigate the network, while also celebrating the city’s diverse culture and history. </p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p>Ahead of this there is a programme of activities celebrate the rich history of the six new names for the London Overground lines, including a ‘Mind the Gap’ podcast series celebrating the communities and stories that inspired the new names of the London Overground lines. The first two episodes of the podcast about the London Overground Mildmay and Lioness lines are available to listen to and download. The 'Mind the Gap' podcast series was produced by 18Sixty and is available on all major podcast platforms. </p>

<p>TfL is running a competition to celebrate the rich history of the six new names for the London Overground lines. People are being encouraged to create a poster or poem for each line that will feature on the London Overground network later in the year. Further details on the competition and how to enter before the closing date on the 30 August can be found on the Made by TfL blog. </p>

<p>Several of the new water fountains are at stations on what will become the London Overground Weaver line this autumn that runs from Liverpool Street to Cheshunt, Enfield Town and Chingford. TfL is also inviting Londoners to take part in a free community weaving event in collaboration with Chingford Community Hub and Cockpit to create a Weaver line roundel for one of the stations along the route.  For more information about the free community weaving sessions on the Sunday 8 September and to reserve a place visit here</p>

      <description><![CDATA[Islington Council has held its Caretaker and Concierge of the Year Awards to celebrate the frontline staff who help look after the borough’s estates and homes. ]]></description>
      <content:encoded><![CDATA[<p>Islington’s caretakers and concierge officers play a vital role in keeping communal areas clean and tidy, managing safety and security, and providing a friendly, familiar face. They often go the extra mile to help residents feel safe and happy, from helping with shopping and parcels, to checking on residents with health issues. The awards, held on Wednesday 17 April, give residents a chance to say “thank you” for their hard work, with more than 100 people nominating a caretaker or concierge who made a difference for them this year. </p>

<p><strong>Caretaker of the Year </strong></p>

<p>Derek Byrne, who works at The Woodlands, Seaforth Crescent and 6-10 Aberdeen Park, won Caretaker of the Year after receiving many nominations from residents who praised him for his for his friendly and approachable manner, enthusiasm and responsiveness.  </p>

<p>One person said, “When Derek started working on The Woodlands it was like someone had switched on the sunshine in the block” while another added “He is honestly the best caretaker we’ve had”.  </p>

<p>Derek was commended for keeping the estate looking clean and tidy, dealing with a flood, helping people with heavy bags and even collecting a resident’s prescription when they couldn’t get to the pharmacy. </p><div id="ad_121" data-channel="121" data-advert="temedya" data-rotation="120" class="mb-3 text-center"></div>

<p><strong>Concierge of the Year </strong></p>

<p>Janet Oparebea, who works at Weston Rise Estate, won Concierge of the Year for the second year in a row. Janet is one of the borough's longest-serving concierges, having worked in Islington for more than 15 years. She is known by residents to be “always smiling”, “passionate about her job” and “brightens up everyone’s day” – and previously won after helping a resident give birth! This year Janet’s nominators gave many more examples of her going the extra mile, from making sure people feel safe, to tracking down lost parcels and helping a resident who dropped their keys in a lift shaft get them back. </p>

<p>Jed Young, Acting Corporate Director of Homes and Neighbourhoods, said: “Huge congratulations and thank you to Derek and Janet for all their hard work and dedication. We’re proud of them and of all our brilliant neighbourhood colleagues who play such a huge role in making sure our blocks and estates look their best, and residents feel safe and secure in their homes.” </p>

<p>Lat Singh, who works at Kestrel House, won Highly Commended for Concierge Services and Javier Brun Blanco won Highly Commended for Caretaker Services for his work on Wakelin House Estate. Lat was commended for “providing an outstanding service” while residents praised Javier’s “kindness and consideration for all residents”.  </p></p><div class="article-source py-3 small ">

Help and support in assisting people into employment will also be offered.</p>

<p>In line with the Council Plan for 2023 to 2026, the approved proposal aims to reduce social isolation and improve mental health by developing inclusive community spaces and services.</p>
