A visit by officers on August 7 found that wheel washing and other cleaning arrangements that had been agreed with the council were not in full operation, and construction vehicles leaving the site were scattering mud, stones and other debris across roads leading to the site. Enfield Council ordered all vehicle movements on and off the site to stop until the mess had been cleared. Council officers instructed Quadrant Construction to ensure proper wheel cleaning and street sweeping facilities were available and have threatened enforcement action if a similar situation occurs in the future. Enfield Council's Cabinet Member for Environment and Community Safety, Cllr Chris Bond, said: "We aren't going to allow developers to scatter building site debris all over our roads because they can't be bothered to install proper cleaning facilities for vehicles leaving their sites, it's not acceptable and we made our views very clear in this case.
"Residents living near this site have to tolerate the building work going on, they shouldn't have to put up with mud and other rubbish all over the roads outside their house.
"Enfield Council is determined to minimise the impact of building works on residents and this case demonstrates we will intervene to make developers comply with the conditions set out in their construction methodology statements when that is not the case."
